(and since I'm making a topic, a question: is there a cap on how many ships the zenith/spire starships attack boost?  Everything in the tooltip is described in range, but I always see lots of ships next to the starships that aren't affected.)

Yes.  The cap is not a number of ships, but a total "surface area" of ships, so a starship will deplete the cap more than a tachyon microfighter. Source: Keith

In my role as chief defense officer of my team I was thinking about implanting such defenses, if you support their effectiveness then i'm even more interested.
