I have access to a continental shelf but not a continental shallow. I've sailed around my continent and have found no shallow. How do I access the shallows? Do I calm the wind? Deploy buoys?
What do the shallows look like? Are they the rocky squares in the middle of shelf squares? If 'yes' then I think I can figure out how to access them.
