Rescue Survivor confusion

So I found a "Rescue Survivor" mission scroll, but apparently in order to use it I have to rescue another survivor? This seems... circular. How am I supposed to rescue a survivor (to get my mission scroll to work) if I can't use the scroll to get a mission to rescue a survivor?  ???

Granted, I'm calling on my....*checks*....14 hours of time played, but I think it means that you need to have already found a survivor mission naturally, and that the survivor in question is the one that allows you to use the scroll. From then on, you can use the scrolls as much as you want.

OK, how does one go about "finding a survivor mission naturally?" I've played about 10 hours and certainly never seen a mission with a survivor as a reward, is that supposed to be happening? The "find survivor" scroll was a mission reward, so I thought that's how you found survivors, there are missions that directly give you a survivor instead of a scroll?

I've found one survivor, he comes as part of a Rescue mission. Have to wander thru a building to find him, then guide him back to the mission entrance/exit without him dying from monsters, all without use of the local map. And after finding the survivor, the local chunk is buried under monsternests. Like, I had 5 nests on the screen at once. It's mad. Not as mad as the anachronism mission, though.

Hmm, maybe I haven't been going into building enough, that would make sense. Since stash rooms mostly contain platforms and boxes, which can trivially be bought with shards, I've largely been neglecting them.

Anyway, thanks for the information, I'll just have to start searching more buildings!
