Rescue Survivor confusion

What I mean, is the mission involves going into a building. Not that it can be found in one, though, it probably CAN be found in a building if you happen across secret mission rooms. Buildings, within buildings. The mission appears like normal, on the world map. Sorry for confusion.

Oh, ok then. I really don't understand, then, why I'm seeing missions with scrolls of "find survivor" as rewards, but no missions with survivors themselves as rewards.

The scroll will generate a mission to rescue a survivor, methinks. Like how 'Seek Resources' will find you missions with certain materials.

You can find Survivor Rescue missions without a scroll. They mostly appear in underground areas and large buildings.

Right, but it won't let me use the scroll because I don't have the right kind of person in my settlement, I need to rescue a survivor in order to be allowed to rescue a survivor. :D

OK, so there are missions in underground areas and buildings that straight-up give you survivors, not scrolls, right? Are these listed as "secret"? I've found a few secret missions but none with survivors as rewards. Perhaps I've just been unlucky?
This does seem like the kind of thing that could stand to be clarified a bit in the help tips. Anyway, thanks for the clarification.
