Many years ago I played Space Colony, although it has DK elements, it felt overly casual, so I would not recommend this to anyone. Startopia on the other hand I never ever heard about.

Edit: and the only game after DK2 (in this genre) that I really enjoyed was Evil Genius. Haven't played anything that I could compare with ever since.
