AI War Technical Support / No Plasma Cannon for my cities?

I started up a game and started to do the Spire campaign, but I ran into the issue in the image attached...

Basically, load up the save and select the (unfitted) Spire Generator and you get the error.

I don't know if this is a problem with my install or most installs, though.  I'm also not sure how to run an integrity check on the Steam install.

EDIT: Oh, for what it's worth, I don't have Ancient Shadows but I have the previous expansions.

AI War Technical Support / Exploding ARS?

So, I'm scouting around, and I pop my scouts into a new system.  It has an AI Core Shield Generator A, I notice, looking at the map intel summary.  It also has a fabricator.  Then I notice... it doesn't actually have an Advanced Research Station.  Well, it had one.

I reload a save and try again... sure enough, moments after a scout enters the system, the ARS explodes!  (Actually, it's fast enough I failed to catch it...)

I've attached before and after saves, as well as a screenshot.  I also have a sneaking suspicion this should go on Mantis soon enough...
