Summary	0015732: Disable Adv Starship Constructors when Starships are disabled
Description	Currently, Adv Starship Constructors will spawn even if Starships are disabled in the lobby, making it dead weight. It just seems as though it could easily take the spot of a Fleet version that would be vastly more important. (My apologies if this is in the incorrect Category, but it seemed to fit here, being something that should be done in 'generation' so to speak.)
