Looking at other guardian scrolls, actually, it seems maybe this is WAD? I thought you needed a tier 2 member of a profession in order to build that profession's tier 3 building, but it seems like instead most of the tier 3 buildings require a tier 3 member of a different profession? Seems... strange. |

I think it is supposed to represent the people building the building, rather than than implying that they are using it. To put it in perspective by dropping the funky names, most of the early buildings require stone masonry or carpentry. which makes sense to me. |

Terraziel is correct. The requirements for the building are supposed to represent the person doing the building, not the person using the building once it's complete. :) |
