Summary0009583: When using the apply to selection on something that is under contruction, the build progress is reset.
DescriptionWhen building something with modules (like a modular fortress), and you use the apply to selection button on the ship design screen during its construction, then the progress is reset (aka, it is taken back down to 1HP). Worse, you don't get a refund for it.

In this save game, I have a modular fortress on my home under construction, which you can test on.

Ive hit the same bug, and I hit it the hard way. Was nearly finished with the construction of a human modular fortress when I realized I had recently upgraded some of my turrets, so I upgraded the moduals in the fort design and when I hit apply to selection my 95% done fortress suddenly became 1% done. With NO refund of resourses.

i've done that three or four times in the same 2 hour game before noticing the economic "disappearing act" each time i had nearly finished a fortress and figured i'd pick the desing for it while it finished the last few %. each time where i managed to pick the setup before the engineers could finish the work, the whole fortress would start from scratch and eat up my economy for a while longer.

However! about an hour later in game i decided i needed that modular fortress in another system (pretty sure it was the zenith fortress) i selected the fortress, pressed delete + enter and received 1.000.000 metal and 80.000 crystal.

this is the only time i've noticed receiving that much metal from one mod fortress, which may be linked to me no longer selecting the module setup while the fortress is still being built. Sadly i don't have a save lying around to prove it, but i will try to see if i can recreate the event later today or tomorrow.

I hit this bug once, and immediately made a note not to repeat that mistake. Definitely a bug worth fixing.

Even changing the build order of modules (alt+leftclick/rightclick) seems sufficient to reset the progress.
