0000968: hotkeys for automatic manufactory management

Description

This is for power users who are spending resources as soon as they get it. People want to be able to dump resources fast, and use the control menu to do it.. I find myself doing this all the time, toggling it on and off. This is partly because of inefficiency at really low resource levels.
