How to use in your fleet
In general, don't. Usually you'll purchase these from the Zenith Traders. They aren't a superweapon, they're a 1 shot at a time sniper. They are most effective for cleaning up lingering cloakers in your whipping boy systems provided there aren't too many. After a certain point you'll need significant anti-cloak because the number of cloaked campers will be more than this can attempt to defeat. It's also almost worthless during most fights.
How to counter when in the AI fleet
Simply don't try to cross any region with this with cloakers. It will pick you off one at a time until you're out of the system. If you need to cross a system with this in it, use something as a screen to protect your high value targets (like transports) with something that cloaks and is numerous (Raptors and Autocannons come to mind).
Side note: They can kill any of your normal scouts including the mark-IV. However, scout starships are immune to insta-kill and therefore immune to this weapon.
